FSIS User Fees
FSIS is announcing the 2024 rates it will charge meat, poultry, and egg products establishments, and importers and exporters for providing voluntary, overtime, and holiday inspection and identification, certification, and laboratory services. Additionally, FSIS is announcing that there will be no changes to the fee FSIS assesses to exporters that choose to apply for export certificates electronically through the export component of the Agency’s Public Health Information System. The 2024 basetime, overtime, holiday, and laboratory services rates will be applied on January 14, 2024.
FTC Proposes Enhanced Protections for Children Online
The Children’s Online Privacy Protection Act (COPPA) Rule makes it illegal for websites and online services to collect personal information from kids under 13 without parents’ verifiable consent. It’s been a decade since the last COPPA Rule update, and the FTC is now proposing revisions. One major suggested change would further limit the ability of companies to monetize children’s data by making it illegal for companies to disclose kids’ information without first obtaining separate parental consent. Behavioral advertising would have to be turned off by default and parents would have the clear option to say no to behavioral advertising even if they consent to the company’s other data practices. The FTC is soliciting comments on the proposal.
FDA to Allow Calcium Formate in Feed and Drinking Water of Animals
FDA is amending the regulations for food additives permitted in feed and drinking water of animals to provide for the safe use of calcium formate as a feed acidifying agent, to lower the pH, in complete swine and poultry feeds at levels not to exceed 1.2 percent of the complete feed. This action is in response to a food additive petition filed by LANXESS Corp.
FNS Reopens Comment Period on SNAP Quality Control System Proposed Rule
USDA proposed to make changes to the Supplemental Nutrition Assistance Program’s Quality Control (SNAP QC) system to strengthen and improve the integrity and accuracy of the system and to better align SNAP QC with requirements in the Payment Integrity Information Act of 2019. When published, the proposed rule included an incorrect email address for comments; the reopening of the comment period is intended to allow additional time for the public to submit comments in the event the original comment submission was returned as undeliverable due to the incorrect email address.
FSIS Revises Directive on Managing Adulterated or Misbranded Meat, Poultry, and Egg Products
This directive provides the terminology, responsibilities, and public notification procedures regarding the assessment of adulterated and misbranded meat, poultry, and egg products that may have entered commerce, and the voluntary recall of such products. FSIS is revising this directive in its entirety to include egg products as an FSIS-regulated commodity subject to voluntary recall and to provide instruction regarding large volume recalls and recalls of ingredients regulated by the FDA.
FDA CORE Outbreak Investigation Status Update
This week’s updates are:
- For the outbreak of Salmonella Sundsvall and Oranienburg (ref #1203) linked to cantaloupe, the recall was expanded to include additional retailers and wholesalers who received the recalled melons. See the Outbreak Advisory for additional information.
- For the outbreak of Listeria monocytogenes (ref #989) linked to peaches, plums, and nectarines, the advisory was updated to include the full list of retailers who received the recalled product.
- For the investigation of elevated lead levels in Cinnamon Applesauce Pouches (ref # 1198) the advisory was updated to include additional adverse event reports and Investigation updates.
- For the outbreak of Salmonella Thompson (ref #1190) in onions, the investigation is complete and the outbreak has ended. See the Outbreak Advisory for additional information.
- For the outbreak of E. coli O121 (ref #1195) in a not identified food, the investigation is complete and the outbreak has ended.
